With oil, you can just put a layer on the surface, or maybe soak it one time. With water, you'll want to soak it for about 5 minutes then keep it wet... hence the belt pouch full of water. I don't mean pouch like a soft pouch. A hard plastic holder, but I can't think of the proper term.
